Methodology
Rental data comes from HUD Fair Market Rents (FMR), published annually each October. FMRs represent the 40th percentile of gross rents for standard quality units — they are the maximum rents for Section 8 vouchers and are used widely as a market rent benchmark.
Home value data comes from Zillow's Home Value Index (ZHVI), which reflects median home values for single-family residences and condos in the middle price tier, seasonally adjusted.
Year-over-year calculations compare the most recent fiscal year to the prior year for the same metro area.
